P0480 code Check Engine

Just Started when I start my 2000 C5 Check engine light comes on DIC Code P0480.
I have switched the MiniRelay 45 with MiniRelay 43 still received P0480 on start.
What else could be wrong seems like the Mini Relay is fine because when I switched them it should have thrown a P0481 Relay 2 & 3.
Any ideas

According to my manual this affects the cool fal 1 relay. This code is set if any of these are detected for at least 5 seconds - short to ground, short to voltage, open circuit, open relay coil, internally shorted relay coil. It suggests that you check the affected wiring harness and connections. If its not the relay it might be any of the connections. Hope this helps.
