Power steering problems

My power steering works great on a warm day, but when it gets to be about 40 to 50 degrees out, it feels like there is a notch at center. What im trying to explain is that if you are driving straight down the road you have to steer hard left or right to get it to "pop" out of center then its normal p/s. But if you go back to center the notch is still there.

also; new tires, new p/s belt, new p/s hoses, new p/s fulid.

Time to rebuild the control valve.
