I asked the "service writer" at the local Chevy dealership to run my vin number to see if there were any outstanding issues not fixed by a prior owner. I'm aware there were at least 3. Seat belts, wheel welds and something to do with the rear end linkage or drive system. He said he would be happy to do this. About as happy as someone that just found out they have a terminal disease. Anyway, He did run the number. Subsequently I was told they could fix the seat belt problem, but there was nothing he could find regarding the other two issues. Does that mean they had been fixed and purged from whatever records ...or just that, perhaps, this guy didn't go far enough?
 
Find the number of GM's national customer service hot line and ask them. Older data has been pulled from current systems, but there is some procedure that dealers can use to access older safety recalls. GM customer service actually called my local dealership directly, talked to my service manager, and educated them how to pull it.
