As I'm nearing the completion of my engine rebiuld, I decided to forgo putting the smog pump back in my '81. What effects will this have on the system? Also, how will this effect my emissions tubing and sensors?

Are you still using a cat? If not then it's not a problem. If you are using a cat then you should use one. The pump will help the cat on cold starts to control emissions by directing air to the exhaust ports (cold carbureted engines tend to run rich). Then after warm up the pump will direct air to the cat itself in order to help to mix the exhaust gases which will again help the cat do its job.

Well, having a cat is a tricky question. Yes, I have one...but it's effectiveness is zero (it's more like a big collector pipe right now, aka, hollowed out).:D

Then you have nothing to worry about, unless your state has visual inspections for your year car.
