Question: removing wire spring to get lock plate off

Help I have the lockplate in the steering colum pushed down but I can not get the wire spring clip off. Is there a tool or some simple way to get this off. I have been trying everything. Thanks

I use a sharp scratch awl and a screwdriver. Use the awl to separate the ring close the the end then use screwdriver to slide ring up.
