repair seam in cowl

I have a 72 and have been getting water leaking on the inside passenger side and drivers side, and with a little investigation I noticed that the seam just below the bottom of windshield in the windshield wiper cowl area is separated with about 1/8" to 1/4" gap which I can see the inside of interior (driver & pass) where I get the leaks, windshield glass covers the middle seam so no water leaking there. What can I use to seal the seams? What type of paint can I use also to repaint engine compartment, flat, or gloss? Thanks for any help, Bob.
 
If the gap will close, I would put some bonding resin in it and close it up. If it won't close, a good quality silicon sealant should work. Cover the area with 3M automotive undercoating.
