What is the best /method to get scratches out of metal surfaces?

That will depend on the type of metal you are dealling with. There are different methods for stainless vs. aluminum or steel. What type of metal are you talking about?

the part of metal strip is under the t-tops , and is t shaped

The metal under the T Tops is stainless. Depending on the depth of the scratches you can sand them and then polish with a good metal polish. I would use very ligth sanding with about a 1,500 grit. If that does not work then move up to a 1,200 grit. Be careful and don't sand too vigorously. Also sand in one direction across the scratch. Once you have the scratch sanded out use the metal polish to buff the entire t top stainless. If you have a drill you can put a buff on it buff it. Wenol or autosol are a couple of good mild polishes you can use. Good Luck.
