What is the extra "loop" that is sewn into the drivers sholder belt for?

Under excessive decelleration, like in a high speed impact headon, that loop will allow more progressive release into the air bag. The stitching releases upon higher stresses.
Kind of works like a safety release, so that the belt does not bruise you up too bad in a high speed front end collision.

Hm, honestly, I have never looked.
The airbag for the passenger deploys differently, so this may be the case, however I will have to check on it.
