Seatbelt locking up on new 2004

I just picked up my 2004 and the driver side seat belt locked up on me. The lap belt is fine, but the shoulder mechanism is locked in place. I cannot pull out the shoulder strap at all. It is locked in place.

I brought it to the dealer and they repalced the front seatbelt mechanism (part 88956033). I pulled out of the dealer and it locked up on me again! Has anyone had a similar experience? My confidence level is not too high with the dealer so hopefully someone on this board has some advice so I can speak more intelligently with the dealer. I have already spent 3 days at the dealer :confused for this problem and I've owned the car for only 6 days!

Besides the deat belt mechanism the car is AWESOME :D .

Hi there,
I would suggest that the way the retractor is mounted be checked.
The angle at which the retractor is set can have a bearing on how it reacts.
The pendulum inside may be sitting wrong, so the retractor thinks it is needing to be locked.
