Since all 78s wear the 25th Anniversary badging, how would you tell an Anniversary Vette for a plain '78? Particularly if it has been repainted? I can't see anything in then VIN scheme that would denote that.

I believe so. Here is an example of a 1982 trim tag: http://webpages.charter.net/ggwright/sgtrim.jpg
Note you can see 40U and 40L - that stands for upper and lower body paint. 40 = silver-green and this car was the same color upper and lower. I'm not sure if the trim tag is the same on a 78, but you get the idea.
