hey,thank you everyone for all your good advice,i had all that stuff done.driving around town the temp stays around the 220 or under but when i,m on the highway is when it does up,i'm only 13 miles from work to home and in that time it goes over the 220 and forget about using the air,anyway thank you all

Corvette Central sells a fan clutch eliminator kit for $64.00 that will get rid of the fan clutch and direct drive your fan to get more air through the radiator. Be advised that it will increase the fan noise and lower your gas mileage a little but still a good tradeoff for some A/C in PHX.
 
If it doesn't operate correctly in stock config, you have a faulty component somewhere. If the temp is OKish around town but not on the highway, it's not your fan or fan clutch. Most probably the rad is clogged or there is insufficient airflow through the rad.

Are are the seals in place around the rad (all, not some)
Is the chin spoiler installed correctly

I'm assuming that you've checked the coolant level and the rad is full to the brim?

Do you get the normal coolant to/from the coolant recovery tank?
 
My next suggestion was going to be to have the radiator profesionally checked out. I thought i would give a cheaper solution since radiator removal in a 79 is not a fun job.

Or even possibly a water pump impeller eroded from years of use!!:thumb
 
Check that lower hose! Some cheap offshore junk does not have what looks like a spring in the hose itself. IT can and will suck shut! Look at this way the radiator hsa a natural restriction to flow the lower hose is on the pulling side of the cooling system when rpms go up the resistance to flow increases untill the vacuume inside the system from water trying to be pulled from the rad sucks the hose shut. Thats why that thing that looks like a spring is there is too keep the hose from collapsing.
