Ok so at the flywheel I get it. My point is GM doesn't say at the flywheel.
They say 430 hp and top speed 186 mph. So they can get away with that?
Are the ZO6 and other engines over hyped? My car has a 2.56 rear end so I need about 15 miles to get to the top speed! Does anybody think that the Jaguar f type has 505 (or whatever it is) horsepower? I saw one the other day it looks like its smaller than my 2010. I like that car!

All cars makers use the same method for quoting installed horsepower figures, not just GM. This has been standard since 1971ish when the 'SAE net' method was introduced. Prior to that most manufacturers, at least in North America, used 'Gross HP' which was still measured at the flywheel, but did not included losses for accessories, exhaust pipes/mufflers, fans etc. etc. The '435HP' of the 60s Corvettes was far less than that, probably around 330 net HP.

No car manufacturer quotes rear wheel HP.

Crate engines are still advertised by gross HP number since the manufacturer has no idea what installation losses will be incurred.
