Valet key question

My 91 VALET KEY system has been disabled, I insert the Key and turn it and the green light illuminates and un-illuminates but the engine power never changes from always HIGH. Since I am the sole driver it is never a issue, however I would like to know if this could contribute to something the LT5 has been diagnosed with previosly

This LT5 has a issue with Hot-Restart Hesitation for approximently 2 minutes after a hot re-start? Just a thought
