Help! Water in fuel tank

I have experienced water in my 73's fuel. I installed a new gasket on the filler neck, a new cap and removed the rubber surround around the filler head to clean out the drain hole that it has. No luck, same problem. I just bought the car,it was sitting around for quite a long time. It has a pretty new tank and there is not much fuel in the tank. I see the water in the glass filter which I changed out. Any help would be appreciated! Thanksn
 
'73's don't have a glass filter, most are a fire hazard so I'd get rid of it.

As you why you've got water in the tank, this can only happen if the rubber surround drain gets blocked. Since you've removed that, are you sure there's not some nasty kids in your 'hood?

Drain the gas and refill. See what happens.
