Water stains on Indy Pace car decals

Just picked up my "new" '78 Indy Pace car 4 speed.....the paint needs to be rubbed out and that I know how to do....but what do I do about the decals? There are some water stains/marks on them and I want to get rid of them...I haven't tried anything yet, preferring to look (ask) before I leap....so what do people do to clean their decals and make them look great?
 
What I allways do is use the least aggresive stuff and work my way up.I think what I would do is use a real fine polish and try it on one spot if that don't work try a real FINE rubbing compound on the same spot.Some of those water spots can get etched into the paint/decal/glass and never come off.When ever I buy a new car,old or new I use rain X on EVERY piece of glass,yes even the mirrors and re apply when needed.Never had a water spot yet.I wonder how it would work on decals??
