Wheel balancing weights on outside?

Just picked up our 1st Corvette. 2000 with the Magnesium wheels. The wheel balancing weights for some reason are on the outside of the wheels. Any reason they can't be moved to the inside or back of the wheels, out of sight? Looks very tacky.
 
If the outer rim is out of balance, its where the weights will be ..they can go to inside,if the balance is not too bad

The simple reason for wheel weights on the outer edge of the rim, is for true dynamic wheel and tire balancing.
Function follows form in this instance, and is VERY critical to correct tire life, and prohibition of problem causing vibration.
Vibration affects more than just tires, and rotational assemblies. The damaging effects of vibration can affect the entire car.
The weights should stay where they are.

Thanks for the info C4C5. I figured it had a serious perpose, since the weights were painted the same color as the wheel.
just wanted to make sure.
