There is a stripping process. I did mine many many years ago. It was extensive then. They came out looking very good. I actually probably bought the chemicals through mid america.

Strip clearcoat with aircraft grade paint stripper and start wet sanding.Use the finest you can that will remove the water marks left by cracked clear coat and work your way up to #1500 grit. Can then polish with a buff wheel
Some clearcoat again , some of us just polish regular with Mothers
I chose not to put clear coat back on my wheels as I was told it would dull the appearance. I polish my regularly. However I do believe that if they are not clear coated they are somewhat vulnerable to certain chemicals.
