Who builds good shortblocks?

The more I think about things, the more I'm thinking about doing an engine swap and storing my original, rather than rebuild it with all aftermarket parts. I don't think it will end up costing that much more since about the only thing I was planning on saving was the block. Can anyone recommend a good company to buy a shortblock from? I was thinking about going with a 383 with about 450 hp/450 ft lbs. I know GM Performance Parts makes good ones, but they seem overpriced compared to other companies I see advertising. I'm sure someone else out there builds a quality shortblock I just need to know who. Thanks for the help!

I also would consider buying a block and building it myself, but by the time I have it cleaned, magnafluxed, bored, honed, etc, I just don't think I'd save much money. I'd appreciate thoughts on that too please.
 
I was looking more for a shortblock so I can toss on heads, cam, etc as I see fit rather than having to go with what they choose. I also wouldn't mind buying everything then putting it together myself, so I'm looking at the Performance Auto Warehouse kits and rotating asseblies (would just have to buy a block then).
 
I've never understood how assemblers can quote HP ratings for motors that have no heads ... unless those quotes are max HP the rotating assembly can withstand ... rather than how much HP it'll make.

Depends on the manufacturer. Many print what the bottom end will handle. Others sell a longblock rated for x horse, and just call teh shortblock by the same hp rating. It helps identify what cc pitsons and other things you want from them.
