Windshield wipers

a couple of days ago I turned off my '99 C5 with the wipers on intermittent. Next morning at start-up it wasn't raining, so I turned them off during mid-stroke. Now the wipers won't go all the way down like normal. Any suggestion, or have I burned out some kind of control?
Thanks for any advice.
 
The wipers sit 1" - 1 1/2" above the parking point.

OK guys - this morning the gremlin really appeared - the wipers now hqave a mind of their own and operate with or without any input from me - do I have water in a connector somewhere?

My wipers are doing almost the same problem, installed a new GM $290.00 motor assembly to no avail.

Tried to clean all the body grounds but could't get the bolts out, tyey look like the bolt heads have some kind of metal locks on them.

Any ideas on these goofy wipers. Still do what they want wet or dry??
New wiper moter and cleaning /coating all electrical connections to no avail...HELP!!!!!!
