There is a Chris Levangie of Evergreen, Colo who has a 99 from new. His wipers work when they wish. Started at about 16000 mi. He asked Corvette Magazine, the real magazine, not the website, for a solution. Their suggestion was a new motor. He has had it to several dealers with no good results.
They claim it is now out of warranty. It was not when this all began. The mag did furnish him with the GM 800-222-1020 assist center #.
At first activating the wash button got them to work. At 25000 mi
the fuses started blowing. The fuses at first worked for a while and then less and less time till they would blow. The pulse board was replaced. The switch was repl. Now out of warranty they want up to $2000. to """check""" it.
If someone is familiar with a solution someone near Chris could locate him in Evergreen and advise him.

Hope this is understandable. Hard to read and type sensibly at the same time.

HI there,
First thing, which fuse is blowing???? There are 2.
Second, has the steering column ever been apart, or messed with???
Also, when the steering column lock recall was done, was everything put back where it should have been???
There are issues here, as a blown fuse means that there is a short to ground, BUT a turn on when it wants means that the ground source is there, when the switch does NOT command it.
This leads me to only ONE conclusion, there is a rubbed through, or pinched wiring harness, which causes both conditions.
The power, and ground wire in the wiper schematics should be checked thoroughly.

Being this came via a magazine it had to have been written some time ago. Possibly it has been resolved.

Your questions were not addressed in the article. Hopefully he has documentation of the dealers, several, actions.
 
For a problem that started under warranty, getting it fixed "under warranty" after mileage or time expires shouldn't be a problem. Why is it? I am suprised that the dealership won't take care of it.
 
This was my thought also. The mag referred him to the GM 800 hotline. I located a phone # for Chris on the internet and called it twice each time receiving a recording sayinsg "it is unavailable".
I only see a US mail address and a Calif phone number for "Magazine Corvette". Maybe one of the Calif CAC members would call the "Mag" to try and find a phone #.
3 dealers and 7 visits.
