wont warm-up

replaced thermostat and backflushed my heater core.on these cold days the engine will get up to 200 degrees on the digital displey. that seems normal.the air blowing out of the heater is not very warm.checked hoses and found that the upper radiator hose is about cool and the heater hoses are warm.lossened the bleed fitting on the thermostat housing and i get coolant flow so it seems the engine is full. seems th engine is not heating-up properly. whats going on here?
 
With the digital display showing 200 deg, is the coolant actually that hot? Determine that by either installing a known good gauge to measure coolant temp or very, very carefully remove the radiator cap form the high-fill bottle and measure the temp in the bottle. If that temp. you measure agrees with the digital display then the engine cooling system is opeating correctly.

There might be a problem with your hvac. Maybe you have a controller that is not working right.
 
This might be a possiblitly. The actuator (red) seperates the A/C from the Heat. If the vacum is lost or the actuator has gone south, the door (blue), will stay in one position, cold, not allowing any or very little heat inside. When you first start the car and if there is a light blinking on the Controller, (8 sec) exit temp-inside temp, then there is a problem. It has it's own code that you can access thru the controller to tell you what the problem is. It should be in your service manual. My '89 code is probably not the same as yours. Just a thought.
