I had the same problem with my '89. I took it in to the Chevy dealership to have the decklid release actuator on the affected side replaced since I couldn't open the decklid myself. The actuator costs about $80 bucks at MidAmerica

Problem solved Apparently both the Zr1 and base corvette use the same rack design so the inner tie rods are the same.
