Have you tried performing a soft reset (on iPaq there is an indented button that you use your stylus to press and hold for roughly 5 seconds). After this the iPaq will restart and you should have access to the themes. This is all I had to do to get the themes to work.
You are correct, place the unzipped folder in your windows directory and then go to the "settings" screen under your start menu, select "today" and it should be listed.
