20's would be way to big IMHO. Go with 17's or maybe 18's. I also think you can get away with doing this without the need for all those other upgrades mentioned previously. It's more of an advisement since your adding weight, rotation and size...You have to counter that...
And be prepared to have to modify the pump. I installed the Stewart high flow water pump. Works great but I did have to shave the pump shaft a bit in order for the pulley's to not rub.
Do a search on rear sway bar. I went through this already. If you need pics, PM me with your email and I'll send them. Normally, if you install a rear sway bar, you will have to upgrade your front sway bar to prevent over/understeer.

I'm thinking cap and rotor replacement if you cleaned the contacts and it worked fine for 15 minutes and then went back to missing. Cap and rotor is relatively inexpensive and it may be time to replace it anyway.
If your going to do any work yourself then a Shop Manual for the specific year of your vette is in order. They can be readily found on eBay. An AIM (Assembly Instruction Manual) would also be helpful.

The bulbs are accessed from the back side of the gauges. I have not had a need yet to pull the speedo or tach yet but I'm sure it's just like the center gauge cluster.
