You really need to drive both and see what you like. They are very differnt cars.
I loved my C4s, but the C5 is in my ownerships experiance is better car. I would go with a higher mileage C5 for a multitude of reasons.

Is the car all original? Bone Stock?
Do you have service records?
How long have you owned it?
It’s the first C4, so if its all stock, and you had if for awhile and have the service records and maybe some original documentation that would be a plus.
$3500 to 4k is what I would expect.
You will find a very large amount of info about the steering wheel lock problem on C5s. Just do a search. You can purchase what is known as a Colume Lock Bypass" kit for under $50. to prevent future issues.
