Had the exact same problem with my 88. Replaced the mast and all is well. Found out the reason it wouldn't go all the way down was the last few inches of the plastic tape had the teeth broken off. If the motor is working, which it sounds like it does, all you need is the mast. It has been...

It has been a long time since I've done mine but I seem to remember there are two screws at the top of the filler. And I think there are tabs on the bottom of the filler that fit into slots in the bumper. Hope this helps. Ron "Baldie88"

You are getting the On Star diagnostic because On Star is working. The app apparently just doesn't work with your Corvette. I can tell you that it works great with my 2011 Traverse. But it does seem odd that a $70K? Corvette doesn't have the correct software or equipment to make the app work...
