I get around 15-16 in town and 25-26 on the interstate as long as I keep it under 80. In town, I rarely allow the O/D to kick in, preferring to have more of a feel to the car at the shift point. That might cost me a little economy.
I'm not trying to start anything here but I'm curious about what is wrong with the jackstand locations specified by Chevrolet?

I believe Ecklers has a Christmas special on pre-cats going now. You can get both left and right for less than the cost of a bottle of Tabasco, and that included gaskets.
They also have a couple cats wich can be put on a C-4 but they're not on sale.
You find TDC physically by making sure the #1 cyl is at TDC by using a pencil or something to actually feel when the top of the piston is at the top of the stroke and then remark the flywheel by scratching it or otherwise making a new timing mark for TDC.
I think the first thing I would look at is the vacuum system. If the vacuum is tight, then go on to the electrical but all the schematics in the world won't do you any good if that vacuum isn't there.

Do you know if the mirrors share a ground with the cruise control? If they don't, I'd check the ground since, according to your schematic, it's common to both mirrors.
