You are right. Remove the plastic under the steering column and there are 2 mounting bolts under it. Remove them. If that is not enough clearance there are bolts on the firewall that can be loosened, to give you more clearance.:pat
There is a procedure. Do not touch that screw until you know what you are doing!!! You might Google Corvette steering box adjustment or wait until someone with Corvette steering box adjustment knowledge posts the procedure for you.

Have the AC ckecked and see what is needed. Then evaluate what you want to do. I would only go with vintage air if the car did not have air originally.
I stuck with the original R2 because it get cooler than the R134a. R2 cost more to recharge, but it my mind if helps keep the cabin cooler...

It sounds to me that you have to bleed the master cylinder before you can continue with the rest of the system.
Pressure bleeding is the way to go when bleeding a Corvette brake system.
