You said you were going to get around checking for vacuum leaks first. Seems like this is an issue 90% of the time with all vehicles when you get mixed codes. Glad you found the source of your problem. It's always good to kick ideas around in your head before you do anything.
The two upstream actually do the adjusting, the downstream (rear) check that the cats are working. Again mileage on the car determines if you should replace all four. But I myself worry a lot less on the back ones. Good idea to replace the front two. My opinion anyway.
I would think a lean condition could be caused by an 02 sensor. Not necessarily that the 02 isn't working but it may be lazy. Definitely check for vacuum leaks and anywhere air might be getting in as a first step. Seems odd both banks are lean at the same time. Did you have the codes when u got...
Yeah, ethanol free wawa does have near me however if I'm not mistaken that fuel has a lower octane? I used it in my bike and it didn't like it. I had to revert back to the premium (10% alcohol). I haven't tried it in the vette yet, have to check the octane again.

The bad thing is that you don't remember if it worked before or not, this could have eliminated you from taking it back out and checking the wiper against the increment embeded metal. I didn't do one in the vette but I did just do one my truck and I would assume the sending unit works the same...
