The rear spring can be changed with the tools you listed plus a C-clamp and a wood block. Use the clamp and wood on the spring to keep the jack from sliding inward when the spring is jacked. Buy new bolts with rubber or poly bushings for the trailing arm end of the spring.

Let's see here, you've got; an electric fuel pump, twin electric fans, and now you're going to install an electric water pump. It might be time to think about a higher amperage alternator. That is also going to negate any gains that you might get from using the electric water pump.

Check your screws in the top of the carb. Loosen the 2 front mount bolts and tighten the screws in the proper sequence (should be listed in your book) and tighten the mount bolts back down. That should insure that you are not flooding out from fuel sloshing in the bowl to the primaries.

It sounds like your secondary air door is opening too soon. There is an adjustment for it on the passenger side of the carb. It should be about 7/8ths of a turn in from just touching the spring. This is a very sensitive adjustment.

By the time that you get a 350 doing 13.0 with 3.08 gears the engine is not going to be very streetable. I have to agree with the above comment about lower gearing. Your 385 HP rebuild should get you to your goal with 3.55 or 3.70 gearing.
I think that the 882 heads were the best flowing. They were thin wall, 76c.c., and prone to cracking if ported.
