These bullitins with the dates of change are valuable information to the restorer. The date of change at the Flint engine assembly plant will more than likely preceed the date that the modification reached the St. Louis plant. Also we dont know how many undrilled cranks were in stock that had to be used up before the drilled cranks reached the assembly line.
 
memo terminology fyi

Interesting that the memo referred to "high performance engines" applications which would include the 300 hsp engine. Memo then goes on to say just the 340 and 360 engines which are 'special high performance'.
