1981 Heater Fan

I am about to buy my first Vette, an 1981 model. I noticed the Heater fan runs all the time at a low speed anytime the Key is on, even when the Fan switch is off. The salesperson says thats a normal feature but sounds suspicious to me. Can anybody tell me about that, and if its supposed to run all the time, why? Anything else you can tell me about the 1981 model that I might like to know when restoring it would be appreciated!
 
Heater fans, do run all the time.
 
Why? whats the purpose? Ive not known of another car that would do that.

This is supposedly due to the possibility of exhaust entering the car from underneath, so this is supposed to keep that from happening.

don't know when it started, but my 78 functions in exactly the same way. i guess in addition to the obviuous ventilation "advantages", it provided a GM version of "flow through" ventilation that was popularized during the 70's.

If i'm correct (i'm in a body off resto for 2 years now) when you set the heaterfan speed to minimum and you turn the selector en temp switches max to the left the fan should stop turning (i think).

81 original car here. Yes, the heater blower motor runs constantly with the key on in normal mode. Or, like mine,until it seizes up.
