Question: 1981 pitman arm bushing or no bushing?

Is there supposed to be a bushing on the steering box shaft above the pitman arm? (with Power Steering) See photo

No, the pitman arm shaft is tapered

Dougelam is correct, no bushing, tapered splines. The nut should be torqued to at least 140 ft/lb. If the splines are copper plated then that is an original pitman shaft, the new ones are not plated.
 
There is a bronze bushing in the lower end of the gearbox and then the seal to keep the lubricant in. If you haven't done it already fill the steering box with any #2 chassis lube but if the grease leaks out you'll have to replace the bottom seal.
