I am looking to order a new rack-n-pinion for my 1986 Corvette Convertible.

How do I know if my car has the heavy duty suspension or not?

I don't want to order the wrong one.

Also, any advice as to the cheapest place to order one?

RPO z-51 is the HD and a quicker ratio steering.
 
If you want the same as what you have now, count the number of turns from lock-to-lock. That's the difference between the two choices.

A new rack is going to be hard to find and very expensive if you do.

For a car that old, most of what's available will be remanufactured.

You do not have HD suspension because Z51 was not available on a convertible.

If you're shopping only for a low price, keep in mind that with reman steering parts, you get what you pay for.
 
You may want to consider having your rack rebuilt by a trusted company. Turn One is the one to (pardon the pun) turn to. They have a good reputation with many racers and other folks.
