1994 - Hand brake won't hold

I am having issues with my hand brake, there is lever tension, button tension and my dash recognizes the e brake. Once I let go the lever returns to home, and the dash light turns off. The brake isn't ratcheting but the previous owner neglected this handbrake and even after some generous WD40, I think the ol girl is still stuck.

I have done some searching and I have come across some explanations but I was hoping for a visual, maybe a diagram blow out of the Hand brake mechanism? Looking down over the mechanism nothing is really standing out to be the problem.
 
The parking brake in a C4 does not ratchet when you apply it.

There are two adjustments. The brake caliper adjustment and the cable. The p-brake handle assembly can be removed and cleaned.
