Where is the back up light switch on this model i assume thats the problem bulbs work fine when you unlock car at night they light up. I am i correct in assuming the switch is the problem
 
Sounds like...

you might have the approach lights option activated.
It is an option where some of the outside lights on the car come on after dark to increase safety and let you find your car more easily.
If you don't like this option you can press the options button on the DIC until that option comes up then press the reset button to toggle between off and on.
 
The switch that activates the backup lights when you put the car in reverse is located in the console on automatics, on 6-speeds it is on the tranny. I think. Need C4C5 specialist or someone with a manual handy to tell us for sure. (I'm at work or I would look it up)
 
On thr 99 C5 it's on the transmission. The shop manual indicates that the intermediate exhaust pipe needs to be removed to get at it.
 
Just for laughs try a new set of bulbs first. Parking lights can light up wihout the blinkers working. Give it a try.

check a thread called reverse lights I had the same peoblem on our 2000, i would tell you what to do but we havn't done anything yet.

that thread has pictures and the solution to your problem.
