2002 C5 Temperature Gauge Reads Hot Even When Cold

I have a 2002 C5 with 60,500 miles. Well maintained, when I initially start the engine temp gauge goes to 260 and stays there, whether the engine is cold or warm. However the the hoses are cool, motor does not make any noise, the oil has no contamination, it is not over heating. I did change the temp senor on the left side of the block under the alternator. hoping this was the issue, but NO change. I checked all the fuses, all are operating. Any suggestions? Other test I should perform?

Okay thanks. I notice on the DIC where it shows Coolant temp it shows "COOLANT TEMPERATURE XXX F". F for Fahrenheit. The cooling fans are working with or without the a/c on.
 
Well guess what? I found the problem with my temperature gauge issue. It appears that I had some guest trying to claim Homestead Exemption. under the hood. Just one wire was cut/chewed and it happen to be the brown wire that goes to the temperature sensor. Just the one wire. I think it did it just to irritate me. Anyway repaired it and all works well. Thanks for the responses.
