68 head lights

I got a question on the headlight set up on my 68. I had to replace my light switch. Before I replaced it my manual override switch would not work. Now my override switch will work but only if I raise the headlights with the light switch first. Then I pull down on the override and shut the light switch off and the override will hold the lights up and off. If I try to raise the headlights with just the override switch, air leaks out of the top of the override switch. I replaced the override switch and it still does the same thing. The override will drop the headlights after the car is started and override pushed back up. Anybody have any idea what I might have missed? Thanks, Steve
