68 rear posi fluid check

Just pulled the plug to check rear posi fluid levels. When I ran the bolt back in after checking I noticed that the plastic posi traction warning tag that collars the bolt moves freely. The bolt is in as tight as I can get it and it went in smoothly without misthreading. Anyone know if this is normal or should the bolt tighten down enough to no allow this tag to move. I am concerned I didnt get the bolt in far enough to prevent leaking and I didnt notice if the tag moved freely before removing the bolt.
 
Never heard of that bolt getting tight enough to stop the tag from moving.
As long as it doesn't leak then all is well.
 
The tag is supposed to rotate freely around the plug. That way, the tag is always readable regardless of the clock position of the fill plug.
 
The plug is a 3/4" npt thread as well.
