70 front bumper

Just started working on my new old car.As I was poking my head under the front of the car the bumper caught my attention.From each end of the bumper a quarter of the way in on the underside there are half inch holes with rust marks.Obvious there was something there at one time.The holes though don't continue into the body.Any info would be greatly appreciated.

Are they in a position where someone might have had fog lights mounted there? It was nice talking to you in the saloon.
