73 headlights

just put in all new vacuum lines,filter & check valve to help my none operating doors, lights go up & i hear them lock, will not go down unless i pry on the actuator bracket.

Maybe the seals on the actuator rods are leaking?

I can ask this dumb question ... because I've got the t-shirt ... do you have the "fail-safe" switch under steering column pulled in the headlights locked position?

no,it is in the up position, pulled down is the locked position.
