This is a common C3 problem. Wishyouwerehere82 is correct. Probably either (1) the relay (silver rectangular box on passenger side of firewall) or (2) the resistor. Check the relay first. You can bypass the relay and see if the lower speeds return. If not relay proceed to the resistor. The plug on top of the AC evap. box attached to the firewall is connected to ballast resistors. You can remove the plug, two screws, lift the cover up and you will see several long resistors. Replace the resistors. Not expensive.
You might want to check the heater/AC fuses also. Sometimes just removing, rotating and reinserting a "bad" fuse can repair it by making a better contact.
Another possibilty is the switch in the console itself. However check the relay, resistor and fuses first. I will be surprised if it is not one of them.
PS Living in Lumberton, TX you only need the high speed anyway. With all the humidity and heat in SE Texas you will never use the lower speeds! I lived in Beaumont for 10 years, I know!
