AC/Heater blower

On my 1984 C4 the Blower motor only works on high. I replaced the controlls with a new unit and still have the same problem. All other functions work. I have read how to replace the motor. However it doesnt sound right that the motor is the issue. I notice that there is some electronics on the outside of the blower but not part of the blower. Can these be my issue. Can someone help me out as to what might be the problem?
 
Blower low speed malfunction

Those 'electronics' in the air box near the blower are just a couple of air cooled resistors that drop the voltage to reduce blower speed. Yes, they are your problem. Replace them and your other blower speeds should return. Use replacement auto parts - not ordinary resistors found on circuit boards as those electronics resistors are different.

My blower fan is always on as long as the key is in the on position. It does vary in speeds but there is no off, just low. Is this normal? Or is this possibly a similar problem with opposite symtoms? I consider it weird since it comes on (when switched to off) before the engine starts the moment the key hits the on position.
