my Ac workd now, but only blows out the bottom vents, is this normal? can't get the top ones to work on any setting
 
Yep, mine does the same thing and have been meaning to ask. Anyone answer this?
 
It's not normal. There is at least one actuator but more likely two that control the movement of the door. One is on the left side of the center insturment riser and the other is inisde the heater area.
 
Cold AC air should blow out of the vent balls in the dash and the center outlet above the gauges. Center outlet supply opens and closes by vacuum. Sounds like your heat/defrost door is staying shut and not routing AC air to the center outlet. The AIM has pretty good diagrams of the AC vacuum system, along with a chart of which doors are open or closed on specific settings.

All those doors were stuck on our '71, the actuators were ok. I just sprayed the hinges (if you can call them that) with liquid wrench, and worked them a little until they were all loose.

I am also in Tucson....small world!
 
I did all mine with the dash out, I am not sure you can get to all of them any other way................We are about to start on the '75 interior, I will let you know.
