After tb overhaul, high idle?

1984 Orange and Maroon GS clone
I bored the tb to 2". Did all the other crossfire hacks for more air and fuel pressure.

now when I try to balance tb, I cannot get idle lower than 975 in gear.

the rear tb is sitting on the stop (set screw not engaged) and the plate is still not 90deg to the bore. I can get the front plate to close 90 deg.

so I don't know if there is a vacuum leak or if something is screwed up. I tried the old propane trick, but haven't found a leak yet.

advice appreciated.
 
Pull off the front TB and inspect for:

Bent throttle plate.
Throttle plate loose
Throttle plate binding on TB
Bent throttle shaft
Worn throttle body

Repair/replace as necessary.

Bent throttle plate.--not bent
Throttle plate loose --not loose
Throttle plate binding on TB-- maybe a little, but the rear tb stop prevents it from closing, not a bind.
Bent throttle shaft--nope
Worn throttle body-- bored to 2", new bushings.

Repair/replace as necessary.

Any other suggestions?
