I've seen them for C1s up through C3s (1982). Is this correct? Why were they dropped? What do you early C4ers use in its place?

According to what Mid-America says in their catalog, the manuals they sell are copies of original GM assembly line manuals. It may very well be that GM has not released the C4 manuals to the private sector.

Now with C4's up through 1986 being included in NCRS judging, I would think that these manuals would become available at some point.
