another fuel tank question

Hey guys does the fuel tank on my '74 coupe need to be vented? With no charcoal cannister I plugged the plastic valve on the top left side of the tank. Twice since I have gotten the car running it has bogged down and stopped running after heavy acceleration. Restarting after sitting just 30 seconds or so.
 
Yes it needs to be vented. Just put a vented gas cap on it.

Could the plastic valve be a rollover valve?

IIRC, it's kind of both- there's a ball in it that plugs the vent in a rollover, but just sets at the bottom in normal driving and the vent line runs up the the charcoal can where the vapors get pulled back into the engine when it's running, or hung in the charcoal when it's not
