Antenna stuck

The 1989 Corvette I am working with sat for about a year; I do not know if the antenna worked before, but I know it does not now.

What items in order should I check to diagnose?

When you turn on the radio do you hear any noise coming from the antenna? I had this happen to mine and all I had to do was change the antenna mast. The internal part is made of plastic and can break over time.

Can you advise in rough terms how long a process is it to replace that plastic strip?

The hard part was access to the motor. It's up behind the left rear wheel. Taking your time and following the instructions it takes about an hour or so.
