Auto trans. problem

I have an 82 with auto trans. From a start if you stand on it, it will not shift into 2nd unless you let off a little. On slow acceleration it seems to shift into a higher gear and then may shift back down. It just seems to be erractic in shifting. Is this bad news or is this something that can be adjusted?

I believe the Detent cable is set to tight!! Or vacuum modulator is going bad!
