Automatic shift points?

1986 Coupe Silver Beige/Medium Brown Metallic
Is there any way to change the shift points on a '86 automatic other than getting a new chip programmed? The reason I'm asking is that my car shifting from 1st to 2nd gets farther into the redline than I'd like when at full throttle. All other shift points are perfect with the "pedal to the metal".
 
Just manual shift it. Mine shifts at like 5150 into second, when I would rather have it shift at like 4900.
 
TV cable or the govenor's teeth may be getting worn. When the teeth wear enough it may not want to shift at all.

Thanks for the reply. I guess I should have mentioned my '86 only has 9k miles on her so I doubt the teeth are worn.
